While that's technically true, it's not a coincidence that those interested in Standards are also interested in accessibility: the two complements each other very naturally.

Having a good understanding of both is excellent, but I think
Accessibillity will get picked up faster, due to the fines you
mention.


To promote accessibility without Standards is almost foolhardy. Though I'm sure there are exceptions, they would be exceptions which prove the rule.

Of course, working within Web Standards greatly enhances accessibility options.

Hence the marriage. If anything, accessibility needs Standards more than Standards needs accessibility. Also, improved accessibility is one of the selling points of Standards.
