With CSS, it's simple: {position : fixed; bottom : 0;}
The problem is you-know-who doesn't support it. So you second choice is 
JavaScript. IIRC, ALA had an article about it some months ago. As far as 
IE w/o JS, well, let's just say we live in an imperfect world.
