I agree it doesn't have to be a rule. But if we consider that the ALT tag should contain a description of the image, it sometimes is very useful for users to see that description in combination with the image. And many users are quite accustomed to moving the mouse over an image to check the tooltip. Quite often I will make the Title and the ALT slightly different though: the ALT may contain information that, if you see the photo, is redundant.
