Sorry, but that's rubbish. For accessibility (and, heck, good manners even)
the information on your site should be navigable and usable by anybody,
even if they are using Netscape 4.x or worse. No, unless your target audience
is made up of a large percentage of 4.x users, you shouldn't spend too much
time trying to get the layout etc to work with the limited CSS capabilities of 
that browser. But don't willingly/knowingly try to break it.

As a side note to the usual "why don't they just upgrade" chant: not everybody
has the cash to buy the latest and greatest machines. Many NN4.x users are
also running on old Pentium I or 486 machines with Win95 or 3.1. You try running
Firefox or any more resource intensive browser on those machines...not fun, 
telling
you.

Work with standards, make reasonable adjustments where necessary, but
don't go out breaking things.
