To my opinion the best thing is to be able to use margin if or if not
collapsing on the condition to constrain the margin to the box wich
contains the element we want to give the margin This way the margin will be
more consistent. In a certain way it is what Netscatpe 7.0 doing but with
the difference when the margin send the element out of its container it
changes the size of the cotainer instead of  limited the margin
dependending of the size of the container and the size of the box we move.
