That might be because you're using <embed> instead of <object> and serve .svg as text/plain, not image/svg+xml... or maybe Opera's SVG support isn't mature enough yet...
I think it only works with <object> at the moment.
Hopefully they'll soon enable it with <embed>, with <img>, mixed natively in the content and, even better, as a background image in CSS (so that your backgrounds can nicely scale to the size of the content).
