And the obvious solution would be to ensure there is a link to the accessability statement on the front (and indeed each) page? It would be nice to think that, assuming the 'skip link becomes visible on tab' approach works, that it will become common and users will become accustomed to hitting the tab key to see if they get to that something extra that is there just for them.
