Actually, the requirement for having <p> (or <whatever>) in your blockquotes is sort of a weird one, IMHO. I believe they've planned to remove that from xhtml2, but in your case it makes sense anyways.

The problem with using <br> is that when I scale the page larger, it messes everything up.
