Your menu hides the submenu from users with javascript turned off. I turned
mine off just to check. Is there an option to display the submenu
information for those without javascript enabled?

The menu is visible to script-disabled browsers by default. However, we hide the menu on our site for for accessibility reasons, as discussed in this article:

Those types of issues are controlled in an ordinary CSS file so people have full control.
