As an avid user of Dreamweaver everyday, I can tell you that Dreamweaver is great for compliant sites. It has a lot of built in tools like a validator that validates to the spec of your current DTD. Also closes tags according to the dtd chosen. It has not only xhtml validator but also 508 validator. Macromedia has been working side by side with the w3c very carefully to make sure their product can deliver accessible sites. The new version 8 is also way better for css layouts. That's one the new features it touts.
