I assume you mean you are setting a background image using css - now what if you want another image on top - you use img tag for that. For example have a look at http://qps.shockmedia.com.au/About-QPS - if you resize the browser window you will see that the logo appears on top of the image on the left. (I am aware of the navigation wrapping issue).
