Au contraire, you should realize the ill effect that sites that don't cater for users resizing text to suit their needs has on those users.

Design your sites with a bit of affordance, so they don't completely fall apart as soon as users change their settings.

user distorts the normal viewing of our site?

Yes

How far do we go to cover this?

+/- 200%, maybe more depending on the type of site and who it's aimed at.
