"Quirks mode" is the best mode for the old bugger known as IE6, IMO, which is why I make sure to always have an xml declaration above an xhtml 1.0 Strict / Transitional DTD for any regular document. A comment at the top is not practical though, since that'll disturb later IE/win versions too.
