table#cleanTable {
   border-collapse:collapse;
   }

Do you have a little more context maybe? What is it you're trying to do? Sounds a bit odd to display a table cell as a block tbh.

    I've tried Google and the archives but no luck

    I have an issue with IE not applying display:block to table
    elements: tr,
    td, tr etc

    Anyone see this before and know a work around ?
