I think he's essentially talking about a CSS reset file, specific to input, to neutralize all of the browser differences.

I'm not sure of the specific elements, but just about any CSS reset should handle it. This is the one I prefer: http://meyerweb.com/eric/thoughts/2007/05/01/reset-reloaded/

Yahoo also has it's own, but it's a lot bigger and I think somewhat of an overkill.
