I've been looking into this recently too. I found a lot of info from Adobe of how accessible Acrobat can be made, but my experience was that it takes a long time to set them up properly.
The success (or not) comes from how cleanly the pages were set up in the first place, with proper heading hierarchies and styling etc... and relying on them being made with the correct settings. There's an accessibility checker and make accessible plugin with acrobat, but I found them quite erratic and time consuming. If you already have 20 000 docs that's a huge task to go back through them. I know adding bookmarks helps with the general accessibility of content a lot, but even that is quite labour intensive.
