Ran into this as well and it bedeviled me for a couple of months. Try adding the following to your head section:

<meta http-equiv="content-type" content="text/html; charset=iso-8859-1" />

Check out the overview.html page, and notice the issues. There is one noticeable in the overview page "‘SOAP’"
