true means 12kHz sampling on all platforms. The default for the parameter adjusts according to the system it is running on so the .INI file need not contain any setting for general usage.

I won't have time to make a new package until next week -- but (unless advised otherwise) I will plan to do so before I leave for the UK on Wednesday.

In the meantime, you could send a copy of r3588 wsjtx.exe to one of the guys who said it r3587 failed on Vista. The executable should be a drop-in replacement, and could confirm that the fix works.
I'll try but it is not so easy since I build with different versions of tools, Qt and, hamlib from you so I will have to ship them a complete package of some sort.
