Yes, Pmw is still required.  You can get it from
http://sourceforge.net/projects/pmw/files/Pmw/

You want Pmw.1.3.3 -- *NOT* Pmw2.x, which is for Python 3+.

I have now installed Python 2.7 in C:\wsjt-env\Python27, along with the other tools required by your arrangement. pip-Win now reports that I have the following Python packages installed there:

       numpy     1.8.0   up to date
      Pillow     2.3.0   up to date
         Pmw     1.3.3   no releases at pypi
 PyInstaller       2.1   up to date
    pyserial       2.7   up to date
     pywin32       218   214 available
  virtualenv    1.11.4   up to date
