This seems to be something that the Ubuntu packagers have done, when I build with the Qt 5.2.1 downloaded from qt-project.org the behaviour is as I would expect with the menu bar at he top of the main window and all the keyboard accelerators work. I'm hoping that there will be an update for Ubuntu 14.04 soon that fixes this.
