I am having similar problem and get this same error.
I am using a fresh install of Linux Mint 17 Mate and have followed the
directions in the INSTALL.txt file of the WSPR sources.
I did have install python3-imaging-tk in addition to the list of
required dependencies.
This is the configuration summary:

INSTALL.txt file is a guide, and does not cover all distros. You could
check your particular version for python3-numpy, that looks to be
where the issue is, but you may also run into issues with
pytho3-imaging-tk as others hit issues there with Mint-16.
