There is a lot of people involved, but you do not write what exactly you 
have tested and verified.

Because I suspect at first that there is probably a communication 
problem between hamlib and your rig, I suggest that you should examine 
first if this communication is working well, using the program "rigctl" 
from the hamlib package.

Because I never had the opportunity to work with an IC-9100, the 
following command is just the basic idea for the command you could enter 
at your computer:

/usr/local/bin/rigctl -m368 --send-cmd-term=""
--set-conf=rig_pathname=/dev/ttyUSB0,
serial_speed=19200,dcd_type=RIG,timeout=50,retry=2,write_delay=20,
post_write_delay=50,itu_region=2

Please verify if these arguments really apply at your site.

At first, test using the same values as found in your wsjtx config. 
Enter some commands in rigctl an verify if they are working well. If the 
values in your wsjtx config are different, please have a try with the 
values I have given here.
