The JT65 signals you mention in your first two files are below the 
threshold for the JT65 decoder, around -24 dB.

It's hardly surprising to see a weak signal in the waterfall that fails 
to decode.  Signals are visible in the waterfall down to at least -30 dB 
(details depend on scrolling speed, bin averaging, etc.).

The most common reasons for failure of "strong enough" signals to decode 
are QRM, timing, and frequency drift.  None of these would seem to 
explain what's wrong with your third file. It looks like there is a 
discontinuity about two-thirds of the way in...
