It was removed back at r3929 since it had little relevance to HF 
working. Even before that the file shipped with WSJT-X was empty.

The code for manual additions and lookup has remained in tact and a 
CALL3.TXT file gets created automatically if calls and grids are added 
with the "Add" button.

If there is a valid CALL3.TXT file available it could be easily added 
back to the installer. Users adding a local file or appending new data 
is also Ok.
