Interesting!

As I'm sure you appreciate, it works because (1) your echo is strong, 
and (2) although the limb-to-limb Doppler spread was ~120 Hz, the 
frequency profile is rather sharply peaked.  A majority of the echo 
power is spread by less than the ISCAT-B tone spacing (46.875 Hz).

I note that almost all of the erroneous characters are off by only
+/- 1 letter.  Tells you something about the encoding scheme and the 
propagation-induced distortions of the signal.  :-)
