my personal advise is to remove it and start with JTSDK 2

Start with download of
http://sourceforge.net/projects/jtsdk/files/win32/2.0.0/README.txt/download
Read and follow the notes of Greg (KI7MT)
At the end you are capable to compile any of the programs of the
fantastical program suite.
