This defect crept in when I enhanced the manual fetch to be localized. The issue was a missing trailing '/' character on the directory URL. The URL is specified in the CMakeLists.txt file in the variables PROJECT_MANUAL_DIRECTORY_URL and PROJECT_MANUAL.
