Thanks for reporting this anomaly.  The change was intentional, but 
temporary; you can change it back by replacing '*' with '#' on line 242 
in decoder.f90.  I will change it back in the next commit.

The reason?  Traditionally, in WSJT this flag has had a different 
purpose.  It's used to distinguish between two different forms of the 
sync pattern: one for "normal" transmissions and one to convey the 
default EME signal report "OOO".  I will need to make some decisions 
about matters of this sort, to ease the transition of EME users from 
WSJT to WSJT-X.
