My suggestion is to introduce a new field on the main window in which one the operator can enter the begin time. If the op uses the field and if its contents is plausible, the contents will be used to generate the <TIME_ON:*> field and the real end time will be used to generate the <TIME_OFF:*> field and perhaps the <DATE_OFF:*> field, if necessary.
