Hi Wolfgang,

that is a misquote, it should say that "JT65 *free text messages* can 
only contain up to a maximum of 13 characters, from the JT65 alphabet, 
including spaces". You should probably read the JT65 protocol 
description in the WSJT-X User Guide and try some experiments with the 
jt65code test program shipped with WSJT-X to help understand the JT65 
message coding system.

You will discover that not all possible callsigns can be compressed in 
the protocol to form standard messages therefore some exotic callsigns 
are likely to be issued that cannot take advantage of the JT65 standard 
message forms. This is a necessary consequence of design decisions 
balancing sensitivity, speed and flexibility. These parameters are 
dependent on each other, you cannot increase one without decreasing one 
or more of the others.

If you are unfortunate enough to have a callsign that is not 
compressible by the protocol then you just have to be creative with the 
free text messages and hope that your QSO partners can do the same.
