Do a where libeay32.dll
If you look at the product version appears to me it should at least be 0.9.8r
I show 7 different versions in JTSDK.
If use the DLL from JTSDK\Tools\bin I get an ordinal error too.That version is 
0.9.8h
You can always copy a "good" dll into the wsjtx bin directory and it will (i.e. 
should) use that.  Microsoft has changed the path order a couple of times over 
the years but all exes should check their own path first now.
You can move a path earlier in your PATH statement to pick a better version of 
the dll without changing any dlls.I would do that in lieu of moving/copying 
dlls which may break things (other than copying a good dll into the wsjtx bin 
directory)

The ordinal 4684 could not be located in the dynamic link library LIBEAY32.dll.
first noticed in build 7206. (see attached).
Dismissing the message and retying is successful. 
Built on same system using JTSDK.
