Table 2 in 15.2.5 sets out the sensitivity for JT4 prior to the
implementation of the variable bin-width procedure.  The sensitivity now is
that same for all sub-modes of JT4 when the spreading is low.  The problem
with this table is that some people build beacons with lower sub-modes in
the mistaken idea that this will improve the sensitivity when it is
generally better at VHF and above to use a wide sub-mode so as to optimise
the use of the beacon on aircraft scatter and rain scatter.

I have forgotten now if you ever implemented the variable bin-width
procedure on JT65a to c which you were considering at one time.  But if you
did the same issue applies to JT65.

The tables excludes the advantage that is gained from DS.  Perhaps where DS
is available you might add an asterisk  and a note to indicate that up to 3
or 4 dB additional sensitivity can be obtained by using DS.
