Good point.
Spotter is a big database which has the information to realize my proposal.
For example,

However, I do not think the above information would be used to realize
the purpose effectively.
If spotter designers in this society take the ownership of my proposal,
they may create the best specification.
Anybody there?

Doesn't hamspots.net do this with the frequency field on the spotting?
Though perhaps not a decent enough display to do what you want. Maybe
it the spots were sorted by frequency? Plus would need to add the band
you're referring to.
