This patch changes the TIME_ON determination to the following:
#1 Change of DX Call (not just typing in it but base call change) sets QSO 
start time#2 Transmit of grid or CQ resets start time -- this allows for 
repeated attempts to start QSO#3 Any other transmission may set start time if 
not already set due to non-standard message sequencing.
Tab 2 took a littleextra logic since it behaves differently than Tab 1.
I've temporarily left a little bit of debug in the code.  That "Last Tx" status 
bar item will show the current QSO start time when it gets set.  That should 
probably be removed after some testing by other...helps to be able to see what 
is going to be used if you're testing a sequence.
