When using a rig without set_vfo via rigctld WSJT-X throws an error calling
set_vfo.Change logic to additionally call set_vfo and use error return to
determine usable set_vfo instead of just rig_->caps value

Also....there are other areas relying on rig_->caps too which would potentially
fail under rigctld though I don't have a test case to indicate the problem hyet.
Seems to me all functions should be determine by explicit calls rather than
rig_->caps otherwise false data can be reported by rigctld caps entries.
If agreed I'll make a patch to change them all.
