That's a great example that exposes issues with the IARU allocation and coordination process. And these are often issues that take decades to be worked out.

Hi Jim,

it seems that individual country region 3 band planners have already addressed this issue, for example Iizumi, JG1APX, has sent me a JA band plan (amended 5th Jan 2015) which expands the NB bandwidth (narrow bandwidth) from the IARU region 3 general "no greater than 2kHz" to "up to 3kHz" for bands above 160m. So at least in JA MSK144 is usable in NB Data sub-bands.
