I think the package your looking for is:
https://packages.ubuntu.com/xenial/libusb-1.0-0-dev
https://packages.ubuntu.com/xenial/i386/libusb-1.0-0-dev/filelist
.. so that would be: sudo apt-get install libusb-1.0-0-dev
That is the package for 16.04 (Xenial).
I don’t know how your compiling WSJT-X, so I can’t advise any further than that.
