On my Ubuntu 16.04 64bit compiled 7818 build, wsjtx is now writing two 
files:ALL.TXT : everything received with old style timestampsAll.TXT: every 
transmission, with new style timestamps

Hi Ian,

I have committed a change (r7817) that adds seconds and the date to all 
transmit messages in ALL.TXT. Thanks for the nudge on this defect.
