MSK144 is targeted at meteor scatter reflections. It would indeed be very useful on 10m and over here in region 1 it is certainly used on 4m.

I believe that in NA the restriction that disallows it on 10m is the symbol rate which is limited to no higher than 1200 (a restriction that dates back to 1980 when digital transmissions were first allowed), MSK144 is 2000. The signal is no wider than a typical SSB signal, it can't be because it is produced by an SSB rig. In areas where restrictions are purely band width limited I'm sure that it would be allowed in an SSB sub-band, so long as suitable identification requirements were followed, but not in FCC controlled NA.
