Admittedly, I am new to the game, having only been in this leg of digital for a few years, but even before that, 1st/EVEN meant he who transmits in the first sequence of the EVEN minute. The is used throughout the modes, which, by the way, don’t limit themselves to 15, 30 and 60 second sequences. The fast modes have 5, 10, 15, and 30 second sequences. I’ve never seen any confusion over what is 1st/even vs 2nd/odd. However, I’m curious if this discussion might answer why I see JA calling CQ US on ODD sequence, and I understand that at least some EU stations operating the same way, transmitting to us on EVEN. I’ve never seen this discussion before, but have been on digital since the early 80s.
