Yes, you can move the Tx frequency marker on the waterfall while transmitting. If you stay within the same 500 Hz segment, the result will be what you probably expected. Otherwise, probably not.

... the purpose of that checkbox is to enable (or not) sending new VFO settings to your radio while it is transmitting. This is necessary for EME Doppler tracking on microwave bands.
