Apparently those who maintain these bandplans are a bit behind the times. The Region 2 bandplan for 160M assigns digital modes to 1800-1810, frequencies that are not available in many countries. This is a very old bandplan, and has been universally ignored for many years. The developers and users of the WSJT modes, of which FT8 is one, have established standard operating frequencies for these modes which are legal in most countries around the world. This is, after all, a hobby where worldwide contacts are the objective. Each mode is assigned a 2.5 kHz wide channel, corresponding to a standard SSB channel, but each transmitted FT8 signal is only about 50 Hz wide, so many users can occupy that segment of bandwidth. For the older JT65 mode, a transmitted signal is about 220 Hz wide.

On 160M, for example,the JT65 band segment is a 2.5 kHz channel corresponding to a USB transmitter with an indicated carrier frequency of 1838 kHz, FT8 with a carrier at 1840. While FT8 is a brand new mode, JT65 has been quite active on 1838 for several years. Last season, in pursuit of QRP WAS, I logged 950 different stations transmitting JT65 from all continents except Antarctica, and virtually every night there wasn't a contest, there was a LOT more JT65 activity than CW activity on 160M. So far this season, I've logged (SWL) several JA FT8 signals in this 160M band segment.

After reviewing their band plan including CW, SSB, RTTY along with IARU R2, I confirmed FT8 is the only mode against IARU R2 bandplan. That means CW, SSB and RTTY are perfect from IARU R2 band plan harmonization viewpoint.
