It's the average percentage. The TXing is randomized to prevent two or
more stations from always QRMing each other if they choose the same TX
offset and schedule.

One point about the manual - the menu has a link to the local manual in
/usr/share/doc/KSJT-X/ but our build (based on a tarball made using
wsjtx-superbuild) does not create it - what am I missing?
