Of course you can send a 6-character locator as part of a free text message.

Think about it this way: A 4-character Maidenhead locator fits in a 15-bit field. A 6-character locator must allow for AA to RR as the final two characters. That's another 18 x 18 = 324 possibilities, or another 9 bits. All 72 bits in the JT structured messages are "spoken for". We don't have 9 unassigned and available bits.
