Yes, this or the other/general WSJT-X support forum is the right place for bug
reports.
This bug (or a close relative) was reported and discussed some months ago. By
trial and error, we discovered that rapidly toggling TX (e.g. by halting then
quickly re-starting transmission) sometimes resulted in the symptoms you
describe: what seems to happen is that, sometimes, the transmit audio gets
generated by the sound card but is not sent to the rig, instead being diverted
back down the receive audio path where it is decoded like a strong signal that
appears as if it were a received message among the WSJT-X decodes.
As I recall, it was quite reproducible at the time although admittedly I
haven’t tried it lately with the current version.
It looks to me like a race condition – a little timing glitch in the sequencing
when the program is in the process of enabling or disabling TX that sends the
program to a spooky twilight zone with a combination of RX and TX states.

Forgive me if I'm not following procedure; this is my first message to the
list. If there's another way I should go about this I'd ask you point me in
the right direction.
I've noticed that if I try to disable transmission by clicking the 'Enable TX'
button to disable it, and it happens around the time or just before the
transmitter would start its cycle, the button does revert from red to grey but
the transmitter keys and transmits audio anyway. The subsequent message is
displayed in the right pane not as a transmitted message but as a received one
containing my callsign. It's not something I can always reproduce. I'm not
sure if that's because my timing is inconsistent or there are factors causing
it I'm not aware of.
WSJT-X v1.9.0-rc3 (package version 1.9.0-8576-1~ki7mt~xenial)
Ubuntu 16.04, 64-bit
The radio is controlled via 'Hamlib NET rigctl' on localhost, and the PTT
control is VOX (via SignaLink).
Are there any other logs I can provide?
