Hi Tom,
while that initially sounds attractive, FT8 is not a transport layer, it
is a complete communications system. Certainly some sort of alternative
protocol layer could be added using encoded 13-character free text
messages (you would probably have to avoid standard message forms
somehow) but the rate of data exchange would probably be too slow for
practical use other than maybe for telemetry of some sort.
