I worked them last night on 160M when they were using "standard" FT8. The rate was MUCH lower than with Fox/Hound mode, and, for the most part, he was only working thee "bigger" stations.
Those stations who are either ignorant about, or resistant to, Fox/Hound mode are shooting themselves in the foot. As I see it, the principal advantages of Fox/Hound mode are 1) that it keeps Fox and the stations he's working separate from other callers; and 2) the ability to work multiple stations on each cycle.
Certainly the alternative designs you're thinking about to reduce the additional power requirements per TX slot are worthwhile if you can pull it off!
