The program doesn't like the name you gave your file, "test.wav".
Rename it to something like a real WSPR .wav file, say 180912_0001.wav.

Here's example output from processing the file 121109_0142.wav:

C:\WSJT\wsjtx1.9.1\bin> jt9 -9 121109_0142.wav
0142 -22  0.2 1200 @  CQ N4ABN EL98
0142 -21  0.3 1242 @  W8NJR VE3ZUP -22
<DecodeFinished>   0   2
