The only FFTW3 package you need to install should be lib-fftw3-dev.

libgfortran-5-dev (5.4.0-6ubuntu1~16.04.10)
Just installing the gfortran package should get you all the Fortran tools and libraries you need.

I suggest to add the right list in the INSTALL file before the cmake
commands.

There is no *right list* it depends on the distribution of Linux you build on.

If you followed these instructions from the INSTALL file:

Building WSJT-X from the Self-Contained Source Tarball
======================================================

The  above commands,  if  successful,  will produce  'wsjtx-1.9.1.tgz'
which is  a source  tarball ready for  use on another  system to  do a
local build, for example:

    $ mkdir ~/build
    $ cd ~/build
    $ tar xzf wsjtx-2.0.0.tgz
    $ mkdir build
    $ cd build
    $ cmake -DWSJT_SKIP_MANPAGES=ON -DWSJT_GENERATE_DOCS=OFF ../wsjtx-2.0.0
    $ cmake --build .
    $ sudo cmake --build . --target install

You would have needed far fewer packages installed.
