You are observing the expected behavior. Use of the "CQ nnn ..." feature is described in Section 10.4 of the WSJT-X 2.0 User Guide:

To use this feature you must be using CAT control

Set your dial frequency to the one on which you wish to conduct a QSO, say 144.370. (You can enter "370k" in the drop-down band selector box.) Set the spinner control TX CQ to the kHz portion of the frequency on which you wish to call CQ, say "360". Now while calling CQ you will transmit on 144.360 and receive on 144.170. When someone answers you will continue the QSO on 144.370.
